This book contains the guidelines for new construction, exterior remodeling or demolition of any building or parcel within the boundary indicated in the Town of Mount Pleasant Code of Ordinances 156.330, Old Village Historic District and also shown on the Town of Mount Pleasant Official Zoning Map.

The area outlined on the zoning map and described as the Old Village Historic District is Mount Pleasant's local historic district. This zoning overlay district provides for the protection and enhancement of the streetscape of the Old Village. This zoning protects the district from inharmonious construction or alterations within the district boundaries.

Streetscape: the visible components within a street (or part of a street) including the private land between facing buildings, including the form of the building, treatment of setbacks, fencing, existing trees, landscaping, driveway and street layout and surfaces, utility services and street furniture such as lighting, barriers and bus shelters.

This book contains guidelines and other information for property owners, residents, architects, contractors, and anyone else planning exterior work in the district. Exterior changes to buildings, new construction, and major hardscape must meet these guidelines. The application process for securing a Certificate of Appropriateness (COA), which is needed before starting work, is described on page 10.

The Old Village Historic District Commission (OVHD) is all-volunteer body appointed by the Town Council. The Commission duties are:

- reviewing of applications for a Certificate of Appropriateness (COA).

- surveying and inventorying of historic properties.

- nominating buildings, sites, structures, objects or districts to the National Register

- recommending the creation of additional historic districts.

The Commission receives staff support for these duties from the Mount Pleasant Planning Department. It is beneficial to the applicant to call the Commission staff at 843-884-1229 for help in planning projects according to these guidelines, filling out a COA application, or with any other questions.

In 2004, the town began a study of its design review procedures and guidelines in order to update and improve the system. One result of that effort is this book, which contains the official revised guidelines for work in the OVHD. These guidelines were drafted By Edwards Pitman Environmental and the residents of the OVHD and were reviewed and approved by the Town Council in 2006.
