"I am a lifelong resident of Mount Pleasant, blessed with having spent my youth and adult years in this great Town. I am a businessman who attended school and raised a family here. I have dedicated myself to Mt. Pleasant in the business community and in public service to the Town.

First and foremost, I am a family man, married with two children and four grandchildren. My wife Peggy is a retired United States Probation Officer, having been the Officer-in-Charge of the Charleston office for twelve years before her retirement.

I am a State Farm Insurance Agent, working with State Farm since 1980 and managing a staff of ten professionals. I am a licensed Property, Casualty, Life and Health Agent. I hold a Series 6 and Series 63 Securities License. I have the distinction of being a member of the State Farm President’s Club.

My most recent term as a Mount Pleasant Town Councilman began in September 2006. I had previously served for 8 years between 1976 and 1984. I have been Chairman of the Finance Committee for the past 3 years. I have also served as the Chairman of the Water Supply Committee, a member of the Planning and Development Committee, Recreation Committee, Transportation Committee and the Public Works Committee.

Community service has been part of my daily life since graduating from high school. At that time I began coaching youth football and baseball for more than thirty years. I have coached hundreds of children and sponsored hundreds of teams over the years in football, baseball, basketball, soccer and volleyball. No public service could be more rewarding or pay higher dividends.

In the professional arena I have served as a member of the Charleston Area Regional Development Authority, the Patriot’s Point Development Authority, the Charleston County Transportation Committee, the Mount Pleasant Sertoma Club, the Mount Pleasant Rotary Club and The Citadel Brigadier Club.

I graduated from Moultrie High School and attended The Citadel and Charleston Southern University. I am a member of All Saints Lutheran Church."

Mayor Billy Swails was elected to the position of Mayor in 2009. He currently chairs the Police, Legal & Judicial and the Transportation Committees of Council. He also serves as Ex-Officio Member on the Mount Pleasant Waterworks Commission.
